Declaring a combat action but not making an Attack

Good Morning,

May I declare I am making a combat action, but decide not to make an attack? 

This could be done to trigger certain abilities, for example Jedi Master Luminara Unduli may use "precise strike" after making a combat action (it appears regardless of whether she makes an attack). This appears to be worded differently to, for example, Aurra Sing who triggers hit and run "after... this unit makes an attack as part of a combat action....". 

I know that paying 1 force and 1 action to give 2 supporting Galactic Republic models a dash or gain a single 5 dice attack, but it could be very useful on occasion.

Yes. Making an attack is an optional part of a combat action.
