Shatterpoint Showdown interactions with Character Tactics ability

Scenario:

mission card with Regroup is active 
Rex is currently Strained. 
Rex is selected as the target of a Shatterpoint activation. 
 

1) Can Rex use both Regroup and Get A Move On, Soldier?  
2) if answer is yes, can I, as active player, choose the order these Tactics trigger, so that Rex can remove Strain before dashing?

Yes, you can use both and then due to being Rex's player, you can choose the order they occur in.
