So the core rules specify that units who are engaged cannot be displaced, and so ground vehicles and notched troopers cannot move through them or end their move on them. But what about small base troopers? Can they move through a melee so long as they don't end overlapping or in base contact? The way that a repulsor vehicle might? As you note, there is no rule specifying that small base troopers block the movement of one another nor would displace one another.
