Effective Range 1 but also Range 2 Bullseye

I have Heavy Laser Cannons equipped. Closest point to enemy ship is Range 1 but this point is not in my bullseye. The angle of the enemy ship does have its base extend into my bullseye at Range 2. Is HLC allowed to be used in this situation?

While measuring attack range for an attack, the attacker measures from their attack arc to the closest point of the target ship that is in the attacker’s attack arc.

As the Heavy Laser Canon's arc restriction is the bullseye arc, you would measure to the closest point in the bullseye arc.
