How is really played this tactic card? Do you include it in your five tactics you play meaning you have this card plus four other tactic cards. Or you have this card in your 10 tactic card roster and you can play five tactic cards plus “First of the Black Order”?

This is correct.

First of the Black Order will be one of your five Team Tactic cards selected during squad creation.
