Can a linked action, for example White Focus action followed by Red Barrel Roll action, become White Focus followed by White Barrel roll action if the ship is equipped with Expert Handling?

No. Expert Handling adds a white Barrel Roll action to the ship's action bar. it does not change the difficulty of any printed actions.
