Surprise Attack & Raddus or Profundity Drop

Hello,

When playing the objective Surprise Attack, there is a speed limit on the first player's ships when deploying that reads: 

While deploying fleets, the first player must deploy their flagship before deploying any other ships. Their flagship must overlap the station, even if the flagship extends beyond their deployment zone. The first player cannot deploy any ship at a speed greater than half of that ship's maximum speed (rounded up).

Does the speed restriction on the first player, above in bold, only apply during deployment, or does it persist throughout the game affecting ships that may deploy in later turns due to Profundity title or Admiral Raddus commander?

Hello!

As the objective reads, it is only "While Deploying fleets" and not during any other time.
