Chimichangas and Dossier) that are not specified as either Extract or Secure tokens. More Specifically, can the Hydra Troopers be assigned the Dossier when it is played, since the ability says choose not target?

Hawkeye_ Posted April 16, 2023 Posted April 16, 2023 In all other rulings with grunts, they can cannot be the target of tactics cards that have “choose a character” in the wording. Dossier has this wording, why are grunts still eligible targets?
