Hondo Pilot (Firespray) Action Difficulty

When Hondo Ohnaka in the Firespray gives an action, and the recipient chooses reinforce, is that action the same difficulty as it is on Hondo's action bar (red, assuming no equipped upgrades that turn it white), or does it default to a white action?

The difficulty of the chosen action should match the difficulty on Hondo Ohnaka's (Firespray, Scum & Villainy) action bar.
