Cloaked ship is disarmed so it could not attack but can do actions, and STA states: "Action.: Choose a ship in at R1 & your ▲ ; That ship gains 1 tractor token, or 2 tractor tokens if it is in your BS arc." Great way of pestering/obstruction, by the way.
