The effect is described as a 2-stepped game effect and should be resolved step by step, but not mentioned it is necessary to solve the first step in order to gain the effect of the second one. So here is the question: If the Attacker is going to resolve a Shove effect, could it choose not to Push the Defender away, but then Pulls itself towards the Defender?
