A corp unit with a specialist mini guardians a commander with Esteemed Leader. Can the specialist mini of the corp exhaust/tap to gain a dodge token to then cancel a guardian hit? Thanks

No. Dodge tokens cannot be used during Guardian, and free actions are used during your activation.
