No. Because the card does not say "friendly orders", it's effect happens after both players have issued orders.

Battle Meditation's effect is when "you" issue orders. Whenever a card says "you", it refers to the unit with that upgrade. You could not use Battle Meditation because Asajj does not have that upgrade.

You do not have to maximize the placement of your miniatures around the engaged unit, but if there is a space you must put one of your miniatures in base contact.
