Can we get some clarification on what determines a triggering event for reactive superpowers? My example is this say hulk gets attacked and cap bodyguards then venom plays lethal protector on cap and is placed within 1. Can cap then bodyguard venom? Basically the question becomes is the initial attack targeting the only triggering event or each time you bodyguard a triggering event if that's the case what's to stop someone from bodyguarding back and forth until you run out of power to spend?

This is unfortunately far too general a question due to the number of possibilities.

Yes, this scenario works.

Nothing, a player could choose to do this if they wanted to
